Where on earth did you go to?
It sounds guy is is trying to con you. If it was a travel agent you went to then yes he would have to go somewhere else to pick them up, but not from a train ticket selling office.

Just find either another ticket seller or go to the train station direct and buy them. I suggest you ask your concierge they maybe able to book you tickets and get them delivered for like 10-20 each extra……

it sounds that you did not find the right place of selling tickets for public. Buy your ticket in advance is better than buy before departure. so you can try to find the right place and avoid agents

    that’s called “looks how silly i am — it’s Chinese people’s fault”…

why wouldn’t you ask another guy in another window?…
why wouldn’t you write “i need 4 tickets to Shanghai” in Chinese and show the card:
1 to all guys in every ticket office window?
2 to the policemen in the ticket office hall?
3 to every manager of the train station ticket office?

    there is no why…
question is a hidden statement “Boo Chinese”
